Designated/Restricted Donations
Although most of our donations are unrestricted, each week WVBC receives directed/restricted donations to specific projects, charities, or missions. Once received, WVBC has an obligation to carry out the wishes of the donor, and ensure the monies go as directed.
Notwithstanding the generous intentions of the donor, this can create challenges for the church. For example, if the gift is for a mission that the church budgets for, does this gift contribute towards that budgeted commitment, or is it to be over and above? Or, if the need for which the donor directed restricted gift is met, what does the church do with any surplus funds restricted for that project, charity or mission? There could be any number of answers to these scenarios, however, this could lead to a lack of clarity on our policy and leave us open to criticism on whether or not we are honouring donors' intentions. Therefore, we have implemented a policy on donor directed/restricted donations.
Policy
WVBC is very much aware of the importance of fiscal responsibility and accountability. To that end, each year the Finance Committee prepares a consolidated church budget based on input from staff and committees, which is ultimately approved by Council and the membership.
If restricted gifts are received for specific projects, charities or missions, they will be directed to that cause up to our budgeted commitment. If restricted donations exceed the budgeted or needed amount, the surplus donations will be directed by Council, at its discretion, based on need, which could include other projects, missions or general operations of the church.
For further clarity, the following will also apply: Regarding missions, Council believes in the concept of tithing and therefore is committed to give at least 10% of its General Contributions received to missions. To that end, each year the Missions Committee prayerfully considers which missions we as a church should support, and a detailed budget is prepared and approved. Beyond this, if donors wish to absolutely ensure that their specific restricted missions giving go to the specific charity, they are encouraged to give directly to the charity.
All missions related programs at WVBC should be managed by the Missions Committee, and all missions' related donations reported as part of the Missions Committee's disbursements. Council, or its authorized representatives, will ensure that all donations are directed as per this policy, will ensure that no funds are received and receipted which are for the benefit of anyone related to a donor, and that all donations, once received, are under the direction and control of the church regardless of any redirection wishes of the donor.
